The laboratory manager serves at a large active, affiliated medical center with comprehensive and complex laboratory services including Chemistry, Hematology, Urinalysis, Blood Bank and Transfusion Medicine Service, Microbiology and Histology, and has full supervisory responsibility for GS-12 supervisors, GS-12 Ancillary Testing Coordinator, GS-12 Laboratory Information Manager, 2nd and 3rd shift GS-10 Advanced Staff Technologists and GS-6/GS-5 clerical personnel. Provides direct or indirect supervision for a large staff of GS-4 through GS-12 personnel (~30 FTE). These higher-level duties consist of significant scope, complexity (difficulty), and range of variety, and are performed by the incumbent 100% of the time.

Develops position descriptions, functional statements and performance standards for the above personnel, and conducts the annual performance ratings.
Prepares work assignments and schedules for all personnel.
Maintains coverage throughout the laboratory and active recruitment and personnel selection functions.
Plans work, projects and programs to be accomplished by subordinates, sets priorities and schedules for work completion.
Ensures that all supervisors, technical support and clerical personnel complete required/mandatory training.
Schedules and leads staff meetings and communications to facilitate the flow of information to and from staff.
Acts as a consultant to the chief of laboratory service regarding development and implementation of programs/policies initiated by the service.
Recommends improvements in the overall efficiency and functioning of the service and identifies ways to improve service delivery.
Advises the service on safety issues within the service and ensures that all employees attend safety training. Ensures that all accident reports are submitted in a timely manner.
Coordinates service preparation for external reviews.
Maintains current knowledge of new and emerging technologies and justifies expenditures for purchase of major pieces of equipment which may reduce overall operating costs.
Manages financial resources for the service.
Prepares management reports as requested/required independently and/or with input from the chief of laboratory service.
Provides advice, instruction and counsel to employees, supervisors and others on both technical and administrative matters, with focus on impact within and outside the service.
Coordinates service response to requests for new or additional services, with focus on resource management, workload, efficiency and productivity.
Serves as the selecting official for all new hires, coordinating interview teams, following HR EEO and other hiring policies and procedures.
Serves as COR for laboratory contracts as needed, maintaining hours of required training for certification biennially.
Facilitates affiliate resident training rotations in laboratory management.
Submits mandatory mislabeled specimen data to national SharePoint site monthly.

Education and/or Experience Combination: (1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND, completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree, OR, (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory, OR, (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory.
Certification: Candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT.
English Language Proficiency. MTs must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.Grade Requirements: Experience: Must have 1 year of creditable experience equivalent to the next lower grade level, which is directly related to the position to be filled.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work requires regular and recurring physical exertion such as standing for long periods of time, bending, kneeling, reaching, moderate lifting of instruments and materials up to 50 pounds, walking moderate distances, mental alertness, and ability to work under pressure due to meeting established timetables for documentation, equipment failures and resolutions. Some assignments require working at a computer workstation and keyboarding for moderate periods of time. Several hours at a time may be spent under stressful conditions due to the responsibilities and pressures that the position can encompass.
