The Budget Supervisor manages a small staff of Research Administrators that develop and negotiate clinical trial budgets. The team develops clinical trial budgets that accurately project the cost of conducting studies, negotiates start-up fees and financial terms with industry sponsors, ensures compliance with UC policies and guidelines, and builds effective partnerships with internal and external stakeholders. The individual is responsible for recruiting, training, and mentoring staff.
The Budget Supervisor provides oversight of team processes and workflow, develops and maintains a thorough training program, and oversees a rigorous quality control program. S/he reviews budgets for accuracy,consistency, and compliance. S/he is responsible for writing Standard Operating Procedures (SOPs) and ensuring analysts are adhering to policies and procedures. The Budget Supervisor works collaboratively with Principal Investigators (PIs), external sponsors, project managers, study coordinators, and other research staff. S/he tracks key metrics, monitors timelines, and develops efficient workflows. The individual evaluates business processes for operational effectiveness. The Budget Supervisor exercises judgment within defined procedures and policies to determine appropriate action. S/he identifies risks and responds accordingly. S/he provides priority setting and work flow analysis. The Budget Supervisor uses advanced budgeting skills to manage high volume and high complexity transactions.
CLINICAL TRIALS BUSINESS SUPPORT
The Office of Clinical Research provides support to investigators and study teams initiating and conducting clinical trials. This includes maintaining a clinical trial management system (CTMS), conducting Medicare coverage analysis, developing budgets for clinical research studies, negotiating payment terms with industry and nonprofit sponsors, and providing clinical research infrastructure/services.

Required Qualifications: Bacheloru0027s degree in related area and five to seven years relevant experience, and / or equivalent experience / training
Minimum of four years of experience in clinical research budgeting or financial management for clinical trials
Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements
Proficiency in use of common desktop / web applications
Thorough knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration
Thorough knowledge of policy and its interpretations
Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles
Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports
Experience with and understanding of oncology clinical trials
Demonstrated negotiation experience
Knowledge of regulatory, financial and administrative requirements of third party billing for clinical trials
Ability to manage high volume and complex transactions
Ability to perform highly complex financial analysis and customized reporting
Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills
Preferred Qualifications: Knowledge of UCSF fund management policies and procedures related to clinical research budgeting and billing
