Summary
The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Medical Technologist. The Supervisory Medical Technologist will function in the Hematology/Blood Bank section of Pathology and Laboratory Medicine Service (PALMS). The incumbent of this position serves as Supervisory Medical Technologist in the Blood Bank/ Hematology section to include preparing administrative reports and working as a technologist in any section area as needed.

Responsibilities
Reviewing all the Blood Bank/Hematology section results (including results from off-hour and weekend shift(s) for correctness as required by CAP, CUA, AABB, FDA, and JAHCO
Directing involved technicians/technologists in the correction of errors, and notifies attending physicians as appropriate
Providing technical guidance to technicians/technologists when quality control or instrument problems occur
Designing daily LMIP work sheets, overseeing the computer recording of these worksheets by technicians/technologists, and verifying the quarterly LMIP report for the section
Designing and preparing appropriate instrument maintenance logs, reviewing these logs monthly, and assuring that proper routine maintenance is being done by technicians/technologists
Writing and updating procedure manuals in the Blood Bank/Hematology section
Evaluating and implementing the use of new methodologies and instrumentation in the section
Maintaining appropriate levels of supplies and reagents for the efficient operation of the Blood Bank/Hematology section
Responsible for the day-to-day supervision of the section to include preparing work schedules and assigning duties to subordinates to assure efficient and timely performance of all tests and procedures
Assuring that all standards of the American College of Pathologists (CAP) are practiced at all times in the section, and that the section will qualify for accreditation by CAP
Monitoring effectiveness of transfusion for patient care, adverse reaction to the transfusion, transfusion statistics and other pertinent information to safeguard appropriateness of transfusions and hemotherapies within the Medical Center
Managing routine personnel matters related to the section, such as performance appraisals and awards, disciplinary actions and recruitment
Authorizing procurement of the blood/components from the American Red Cross; responsible for the maintenance of all required records for Fund Control account to ensure that an adequate level of inventory of blood/components is maintained
Responsible for implementing and monitoring the compliance of mandatory safety programs within the section, and providing recommendations for improvement of the safety programs to the Laboratory Safety Officer

Qualifications
Basic Requirements
:
* United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
* Certification - Must possess the appropriate certification as a Medical Technologist (MT), Medical Laboratory Scientist (MLS), or Clinical Laboratory Scientist (CLS) given by the ASCP-BOC, ASCP-BOR, or AMT. Please note only MT, MLS or CLS given by one of the three organizations listed are considered qualifying for positions above the full performance level.
* Education - Must possess the following:
* A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.). AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree (transcripts required). OR
* A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technician by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory (transcripts required). OR
* A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics, AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory (transcripts required).

Grade Determinations
:
GS-12: Must have one year of credible experience equivalent to the next lower grade (GS-11) which is directly related to the position. Examples of credible experience include: knowledge of Federal and state laws and regulations, and laboratory accrediting and regulatory requirements in order to develop new policies and guidelines and formulate plans, and the ability to judge effectiveness of the operation; knowledge of laboratory quality management procedures and principles sufficient to establish and monitor a laboratory quality management program and/or education and training of laboratory staff; knowledge of, and ability to, provide the full range of supervisory duties which would include responsibility for assignment of work to be performed, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions; ability to analyze organizational, technical and administrative problems to develop and implement solutions that result in efficient overall laboratory operation; skill in interpersonal relations and conflict resolution to deal with employees, team leaders and managers; ability to manage fiscal matters, forecast resource and equipment needs and administer the allocated budget; and the ability to set short and/or long term goals for the section and conduct studies on technical and administrative problems, including personnel shortages, organizational structure, new technology, etc.

The work requires regular and recurring physical exertion such as prolonged standing, bending over microscopes, reaching for supplies or materials, and lifting moderately heavy items such as centrifuges and record boxes (or occasionally lifting heavier items such as reagents packs).
