About the Position:
The Cytotechnologist will be part of a clinical team that cares for military members and their beneficiaries and processes and screens approximately 8,000 Pap tests, 1,400 fine needle aspirations (FNA), and 1,700 other non-gynecologic specimens. The incumbent will participate in a rotating schedule to include specimen processing, rapid on-site evaluation of adequacy (ROSE; ROSA) of fine needle aspirations, and screening of gynecologic (ThinPrep) and non-gynecologic specimens.

Prepare, screen, and evaluate gynecological and non-gynecological cytology specimens. Determine suitability of specimen for accessioning and rendering a diagnostic judgment.
Render a microscopic diagnosis on a variety of complex cytology specimens independent of a pathologist's interpretation. Determine appropriate triage of obtained specimen for further diagnostic studies.
Provide direct patient care diagnostic support to clinics by evaluating specimens procured by the fine needle aspiration (FNA) biopsy technique independent of direct pathologist supervision.
Perform rapid on-site evaluation (ROSE) for a variety of procedures to include (but not limited to) bronchoscopy, transbronchial FNA (TBNA), transthoracic FNA, ultrasound-guided, endoscopic ultrasound (EUS-FNA), CT, interventional radiology guided.
Provide quality assurance oversight of peers by re-screening of negative smears.
Train technicians and others in technique, instrumentation, and organization of work. Teach pathology residents and physicians diagnostic cytology criteria through microscopic sessions.
Instruct providers on proper specimen collection and submission. Participate in providing health instruction to providers, patients, and community groups.
Research, test, and implement new procedures and equipment. Assist Medical Director and residents with research projects. Formulate research hypotheses and study design; mentor and train junior cytologists.
Assure compliance with quality assurance/control and proficiency testing programs, safety standards, accreditation requirements, and departmental policies. Provide consultative cytology services to regional sites.

Basic Requirement for Cytotechnologist:
Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
One year of specialized experience which includes preparing and screening liquid-based gynecological (such as ThinPrep) and non-gynecological specimens; following quality assurance guidelines; independently performing rapid on-site evaluation (ROSE) for fine needle aspirations (FNAs); and triaging specimens for ancillary testing. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Cytology and Pathology.
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
American Society of Clinical Pathology (ASCP) or comparable Cytopathology certification and possession of a current gynecologic proficiency testing certificate is highly preferred.

The incumbent must be able to transport FNA equipment and supplies to the site of FNAs, which may be located in adjoining buildings of the hospital. The job requires the physical demands of standing, lifting, stooping, wearing a lead apron, light physical exertion (up to 30 lbs.), and frequent walking.
